the matter with Sung who is calling on me to-day but
I frankly I do not know what exactly to say to him. might of course suggest that Nanking goverment should approach us with nominees for board of trustees but that might entail the rushing through of amending act (see my telegram No. 638) at a possibly inconvenient moment. I think it would be wiser to do nothing for the present and leave it to the Chinese to raise the question themselves. Settlement of Nanking case might give us an opportunity of passing amending act as a voluntary mark of good will on our part. Personally I feel that until amending act is passed there is
